Jan Stenbeck was the smartest person I ever met. Not smart in the way academics are smart. Smart in the way that changes the world. He saw what nobody else saw. He understood that mobile telephony would revolutionise countries that hadn't even laid copper wire yet. He broke state socialist monopolies when everyone said it was impossible. He built empires out of ideas.

Every day Jan received a binder. Two people read all the world's important newspapers and magazines for him and pulled out what mattered. The things others missed. The faint signals that foreshadow great change.

I worked with Jan. I learned from him. And I have never forgotten that binder. JansBrief is my tribute to him, a modern version: global, AI-driven, available to everyone with ambition.

The phantom grid that's strangling Britain's AI dreams

Something strange is happening inside the UK's electricity grid. Hundreds of data center projects have reserved enormous slices of grid capacity — enough to power small cities — but many of them don't actually exist yet. They are paper projects, speculative bets filed by developers hoping to lock in grid connections before the AI gold rush makes slots scarce. The result is a phantom grid: on paper, Britain's power network is nearly full; in reality, much of the reserved capacity sits idle while genuine projects — hospitals, housing developments, manufacturers — queue for years.

The UK's energy regulator Ofgem has begun deploying countermeasures. New "use it or lose it" rules force developers to hit construction milestones or forfeit their grid reservations. Milestone payments front-load financial risk onto speculators. And a triage system now prioritises projects that can demonstrate planning permission, financing and genuine intent over those that are merely staking digital claims.

The problem is not uniquely British, but Britain's geography makes it acute. The island's grid was designed for a handful of large power stations feeding outward. Data centers cluster near fiber routes and cool air — often in the same corridors — creating bottlenecks that no amount of new generation can fix without years of transmission upgrades. Meanwhile, the government has declared AI infrastructure a matter of national importance, promising to fast-track planning for compute campuses. The irony is sharp: the very policy ambition fuelling the speculative reservations is now being choked by them.

There is a deeper pattern here. Every infrastructure gold rush produces its land-grab phase — railway mania in the 1840s, spectrum hoarding in early telecoms, domain-name squatting in the 1990s. The phantom grid is the 2020s version: squatting on electrons. And like every previous wave, the resolution will separate serious builders from paper shufflers. The regulators who figure out the sorting mechanism first will determine which countries actually get built AI capacity and which merely talk about it.

For Europe, this matters enormously. The continent already lags the US and China in compute infrastructure. If phantom reservations delay real projects by even two or three years, the gap widens at precisely the moment when AI capability is compounding. The UK's experiment with milestone-based queue management could become a template — or a cautionary tale. Other countries watching include Ireland, the Netherlands and the Nordics, all facing similar grid congestion from data center demand.

The signal: the real AI bottleneck is not chips, talent or capital. It is the century-old copper and steel of the power grid — and the bureaucratic queue to plug into it.

Now: Grid congestion is already forcing real delays. In the UK, some legitimate data center projects report connection timelines stretching to 2030 or beyond. Every month a project waits is a month its operators lease compute from American hyperscalers instead of building sovereign capacity. The immediate effect: European AI startups pay more for compute, host data on US soil, and remain dependent on infrastructure they do not control.

Soon: Ofgem's "use it or lose it" model will be tested across Europe within the next 12–18 months. The European Commission is already consulting on harmonised grid-access rules for data centers. The global push that keeps falling short — and the builders who don't care

There is a persistent fantasy among governments that they can break free from Big Tech by sheer regulatory will. Europe writes its Digital Markets Act. India imposes data localisation. Brazil fines platforms. China builds its own stack. And yet, as researcher Cecilia Rikap documents in her new book The Rulers: Corporate Power in the Age of AI and the Cloud, the structural dominance of a handful of American cloud and AI companies has barely dented. The regulators regulate; the giants adapt; the dependency deepens.

The book's analysis, excerpted this week, is unsentimental. Rikap shows how each strategy — European, Indian, Brazilian, Chinese — has hit the same wall: infrastructure dependency. You can write whatever law you like, but if your startups train their models on AWS, your hospitals store records on Azure and your government communicates through Google, sovereignty is a speech, not a reality.

What makes this interesting is not the diagnosis — it is the question the diagnosis forces. If top-down regulation cannot dislodge entrenched platforms, what can?

History suggests: builders, not lawyers. The monopolies that actually fell — in telecoms, in broadcast media, in classified advertising — fell because someone built a cheaper, faster, more accessible alternative and made the incumbent irrelevant before the regulator finished drafting the decree. The satellite that circumvented the broadcast ban. The low-cost operator that made the state telephone company absurd.

The book inadvertently makes the case for exactly the kind of entrepreneur it does not study: the one in Lagos or Jakarta or São Paulo who builds local cloud infrastructure not because a minister told them to, but because latency is 200 milliseconds and that is a business opportunity. The regulatory approach keeps falling short because it treats technology dominance as a legal problem. It is an engineering problem — and engineering problems get solved by engineers with economic incentives, not by parliaments with good intentions.

The uncomfortable truth Rikap reveals is that sovereign technology requires sovereign builders. And those builders need the freedom to operate — not another compliance framework to navigate.

Every infrastructural gold rush produces its paper speculators. In the 1840s it was railway concessions that never became rail. In the 1990s it was domain names that never became websites. Now it's electrical capacity. In the UK, hundreds of data center companies have reserved so much grid capacity that hospitals and housing projects are stuck in queues for years, even though many of the reservations are nothing but air. The phantom grid, as the phenomenon is called, is the perfect illustration of what happens when regulation fails to keep pace with reality.

But the interesting part isn't the problem. It's what it reveals about where the real AI bottleneck lies. It's not chips. It's not capital. It's not talent. It's century-old copper and steel in the ground, and the bureaucratic queue to get connected. Europe is already behind the US and China in compute infrastructure, and every month a real project sits waiting is a month its owner rents capacity from American hyperscalers instead of building its own. That turns a technical issue into a sovereignty issue.

The solution is not more inquiries. It's simple and brutal: build or get out of the queue. Milestone requirements, upfront payments, clear timelines. The countries that weed out the paper players fastest will be the ones left with real AI capacity. The rest will have nice plans and imported services. Builders always beat speculators — but only if the rules force the distinction.
